The Albanian government after independence was elected by the Assembly of Vlora. The Assembly of Vlora carried out its work from November 28 to December 7, 1912. After the historic decision of the Declaration of Independence, in the first days of December the assembly took the most urgent decisions, which had to do with laying the foundations of the Albanian state and with its international recognition. The assembly elected Ismail Qemali as the head of the government and Nikollë Kaçorri as the vice-president. Luigj Gurakuqi – Minister of Education, Myfit Libohova – Minister of Internal Affairs, Mehmet Pashë Tetova – Minister of War, Abdi Toptani – Minister of Finance, Mithat Frashëri – Minister of World Affairs, Petro Poga – Minister of Justice were elected members of the government. , Pandeli Cale – Minister of Agriculture and Lef Nosi – Minister of Posts and Telegraphs. Ismail Qemali also held the portfolio of the Minister for Foreign Affairs. On November 28-29, Ismail Qemali announced the Declaration of Independence to the Great Powers, the warring Balkan states and the government of Romania, demanding recognition of this change in the country’s political life. At the same time, he requested the departure of the armies of the Balkan Alliance from the Albanian territories occupied by them. In the telegram addressed to the governments of the Balkan Alliance, the Albanian government pointed out that the Albanians had no other goal than to live in peace with all neighboring countries.
