Beqir Balluku was born in Tirana to a working-class family. He was a participant in the National Liberation Anti-Fascist War and a leader of formations in the Albanian National Liberation Army. He held the ranks of general colonel and served as the Chief of the General Staff of the Army, Minister of Defense, Deputy Prime Minister, and was a member of both the Central Committee and the Political Bureau of the Party of Labor of Albania.
