The Democratic Party was formed with Azem Hajdari as the chairman of the initiating commission. On February 14, 1991, the first activity of the Democratic Party was held, which elected the Steering Commission with Sali Berisha as chairman. In its first congress (September 27–29, 1991), the Democratic Party elected Sali Berisha as its chairman. In the elections of March 31, 1991, out of 250 seats in the People’s Assembly, the Democratic Party won 75. In the elections of March 22, 1992, the Democratic Party won an absolute majority with 92 deputies out of 140 seats in the Assembly, and in coalition with the Republican Party (PR), the Social Democratic Party (PSD), and the United Party for Human Rights (PBDNJ), formed the government with Prime Minister Aleksandër Meksi. The Democratic Party remained in power until June 29, 1997, when it went into opposition with 27 deputies. Political parties in Albania were created as a result of establishing political pluralism. Their programs include the protection of the rule of law, human rights, private property, as well as the development of a market economy.
