The Albanian Communist Party was founded, with representatives of the three main communist groups: the communist group of Korça, the communist group of Shkodra and the communist group of the Young. With the approval of the Balkan section of the Comintern (Communist International III through the Balkan Communist Federation), two representatives of the Yugoslav Communist Party participated in the meeting: Miladin Popovic and Dushan Mugosha. The meeting decided on the merger of the communist groups operating in the country and the creation of the Communist Party from their union. The meeting elected a Temporary Central Committee, consisting of 7 people: Ever Hoxha, Qemal Stafa, Tuk Jakova, Koçi Xoxe, Ramadan Çitaku, Kristo Themelko and Gjin Marku. It also approved the Program (Resolution) of the Albanian Communist Party for the war period and an appeal to the Albanian people. The program envisaged two main tasks: the liberation of the country and the restoration of the national independence of the homeland, as well as the establishment of a democratic order in Albania. They would be realized through the unification of all Albanians without distinction in an Anti-Fascist Front as well as through the organization of the armed uprising. After the founding meeting, the Albanian Communist Party took measures to organize the National Liberation Front and the armed uprising. In December 1941, guerrilla units were established and in the spring of 1942, partisan detachments were formed which would form the basis of the formation of the regular National Liberation Army.
