Ethem Cara was born in Kavaje, economist, political activist, Minister of Finance (1944). He received his early education in his hometown, while his higher education in finance was pursued at the University of Vienna, where he earned a Doctorate in Economic Sciences. In 1928 he returned to Albania. He worked for several years in the Ministry of Education. He was elected Minister of Finance in the government formed by Ibrahim Bicak (September 7, 1944 – October 25, 1944). Towards the end of 1944, he was arrested by the State Security on charges of being “a dangerous element for the dictatorship of the proletariat, with anti-communist Western ideas.” The Special Court, held in March-April 1945, sentenced him to 101 years of imprisonment. Even before the court’s decision was announced, on February 6, 1946, the Executive Committee of the National Liberation Committee of the Prefecture of Tirana ordered the seizure of all his movable and immovable property.
