The agreement of the government of Ismail Qemali, for the creation of the National Bank of Albania, with Karol Pitner and Oskar Pollak, representatives of Wienner Bank Verein, acting on behalf of the Austro-Hungarian banking group and with Pietro Fenolio and Guido Ansbaher, representatives of Banca Commerciale Italiana, <\/i>acting on behalf of the Italian banking group, <\/i>was concluded. <\/i>This agreement represented a concession for a period of 60 years from the date of establishment of the bank, with the right of extension. The capital of the bank would be 10 million crowns or 10.5 million lire, formed in gold coin and would be poured according to the needs of the bank. The capital could be increased once or more, by decision of the general meeting of shareholders. The bank would be run by a Board of Directors composed of the two founding groups and with Albanian representatives. The council delegated its powers to a steering committee of two to four members. The agreement provided for the National Bank of Albania to carry out a considerable number of actions: sale and purchase of titles, coins, precious metals, trade goods, for its own account and for the account of others, giving prepayments (advances) for product insurance, titles, etc. In addition, it took over the acceptance of deposits and the granting of loans to commercial, industrial, financial and agricultural companies and enterprises. The National Bank of Albania remained the only institution that had the right to issue banknotes that were decided to be issued in Albanian and French. The government of Ismail Qemali aimed on the one hand to consolidate the new Albanian state and on the other hand to help the Albanian bourgeoisie, which was in its first steps. “I proudly say <\/i>– Ismail Qemali pointed out in the speech he gave in the meeting square in Vlora, – that the work of the Bank for Albania is a second profit, after freedom, also from an economic and political point of view<\/i>“. Immediately after the signing of the agreement, the Government of Ismail Qemali deposited the available funds with the bank and called on the merchants to deposit their free funds in the bank.
