He was born in 1871 and arrived in Albania on September 29, 1926, to succeed Colonel Stir<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">li<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">ng as the inspector and gene<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">ra<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">l<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\"> organizer of the gendarmerie. With extensive experience gained from working in Eng<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">li<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">sh colonies, Percy implemented a service requirement of 4-5 years for conscript gendarmes and contributed to the reorganization of the gendarmerie, striving to instill res<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">pect for the law and improve law enforcement p<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">ra<\/span><span class=\"NormalTextRun SCXW46337784 BCX0\">ctices. Despite his efforts, he was unable to curtail corruption within the gendarmerie.
