He was born in Shtylla, Kor\u00e7\u00eb, in 1907. He pursued higher education in veterinary medicine in Toulouse, France. He served as the director of the Zootechnical Institute in Xhafzotaj (1933\u20131940). During the years of the National Liberation Anti-Fascist War, he assisted in the establishment and operation of national liberation councils and the newspaper &#8220;Bashkimi&#8221; (\u201cUnity\u201d). At the Second National Liberation Conference (September 1943), he was elected a member of the National Liberation Anti-Fascist Council; at the First National Liberation Anti-Fascist Congress (P\u00ebrmet, May 1944), he was elected a member of the Presidency of the National Liberation Anti-Fascist Council and was tasked with responsibility for the economic sector. He was appointed Minister of Economy at the meeting of the National Liberation Anti-Fascist Council in Berat (1944\u20131946). After liberation, he held important social and state duties: Minister of Health (1946\u20131958), Vice Chairman of the Democratic Front, Chairman of the National Peace Committee, and member of the World Peace Council. He was awarded the Golden Dove of Peace medal in Helsinki (1957). He contributed to the development of Albanian healthcare and the training of medical professionals in the country. He served as Dean of the Faculty of Medicine (1955\u20131963).
