The “Moscow Meeting” took place, with the participation of 81 delegations of the communist and workers’ parties of the world in a complicated state of the international communist movement, caused by the open debate between the Communist Party of the Soviet Union and the Communist Party of China, for a series of issues related to the theory and practice of socialism: the political definition of the period after the Second World War, the attitude towards war and peace, the issue of peaceful coexistence between opposite social systems, the issue of the paths of transition from capitalism to socialism, the attitude towards J.V. Stalin and the cult of the individual, the attitude towards the Communist Party of Yugoslavia and the unity of the socialist camp and the international communist movement. The Albanian Labor Party was also involved in the theoretical debate, whose delegation to the Moscow meeting was headed by Enver Hoxha. The delegation of the Labor Party of Albania was positioned against that of the Communist Party of the Soviet Union, which was led by NS Khrushchev. The divergences between the Labor Party of Albania and the Communist Party of the Soviet Union, which had appeared after Stalin’s death (1953), were first openly revealed at this meeting. In his speech, Enver Hoxha described the line followed by the Communist Party of the Soviet Union as revisionist, the Soviet leadership’s criticism of Stalin’s policy unacceptable, as well as Khrushchev’s efforts for economic reforms and openness to the West as anti-communist. Enver Hoxha’s speech was supported by the representative of the Communist Party of China, but was not accepted and caused harsh criticism from the representatives of the Communist Party of the Soviet Union and other European communist and labor parties. However, a joint declaration was adopted at the meeting, which could not cover the deep contradictions between the two lines within the international communist movement. The Moscow meeting marked the beginning of the final separation of the Labor Party of Albania from the Communist Party of the Soviet Union and many other pro-Soviet communist and labor parties of the world, which was immediately reflected in the deterioration of Albania’s state relations with the Union Soviet and other countries of the socialist camp.
