He was born in Kor&ccedil;a, in 1878. He started his patriotic activity in his hometown on the eve of the Declaration of Independence. He participated in the Congress of Lushnja (1920) as a representative of Kor&ccedil;a. In the government that emerged from that congress, he was appointed director of the Directorate of Posts and Telegraphs. During the political crisis of December 1921, he was appointed prime minister of the technical government and remained in power from December 12-24, 1921.
