Its formation was made possible by the victory of the democratic revolution of June 1924. Its prime minister was Fan S. Noli. The Democratic Government consisted of 6 ministries. Minister of Internal Affairs, Rexhep Shala; of Foreign Affairs, Sulejman Delvina; of Finance, Luigj Gurakuqi; of War, Kasem Qafzezi; of Justice, Stavro Vinjau; of World Affairs and Agriculture, Qazim Koculi; minister without portfolio, Xhemal Bushati. The program of the Democratic Government was announced on June 19th. It had democratic and anti-feudal content. It aimed to remove the remnants of the feudal order in the city and especially in the countryside by carrying out agrarian reform, which would help the faster development of capitalism. The program envisaged carrying out a series of other progressive reforms in various sectors of state and social life. In foreign policy, the Democratic Government desired to establish friendly relations with all countries, primarily with neighboring countries. The program of the Democratic Government of 1924, although it had widespread popular support, failed to be implemented. The Democratic Government could not be stable and consolidated. Contradictions arose within it regarding the implementation of the program. It did not even have the support of the neighboring countries, which maintained an opposing attitude towards it, especially Yugoslavia. The Great Powers of Western Europe did not establish regular diplomatic relations with the Democratic Government. Certain economic and political interests were hidden behind these attitudes. They did not agree with the revolutionary path with which the Democratic Government came into force and demanded its legalization with regular parliamentary elections. The Democratic Government established diplomatic relations with the Soviet Union, but this step increased the reaction of the Western Powers against it. The Democratic Government remained in power for 6 months, until December 24th, 1924. Its forces could not withstand the armed intervention of the Zogist forces organized in Yugoslavia and strongly supported by the Yugoslav armed forces.
