He was born in Shkodra in 1917. He completed elementary school with the Franciscans, while his secondary education was at the Pontifical Seminary of the city. He was ordained as a priest on February 24, 1943, at the Jesuit church in Shkodra, where the next day he celebrated his first mass. He served as a parish priest in the village of Bushat. He was arrested on November 12, 1947. On November 27 of the same year, the Military Court of Shkodra declared him guilty of &#8220;criminal offenses against the people and the state&#8221; and sentenced him to ten years of imprisonment and forced labor.
