He was the son of Ahmed Efendi Agolli, respected mufti of Dib\u00ebr e Madhe. He completed his primary and secondary studies in Dib\u00ebr, while his higher studies in Istanbul, where he was also involved in patriotic-national activities in addition to religious studies. He mastered Arabic and Ottoman Turkish. He lived at a time when the League of Prizren was still fresh and was inspired by the book &#8220;Dheshkroja&#8221; by Sami Frash\u00ebri. His city, Dibra e Sip\u00ebrme, 1900 included 3 villages and was no less famous than other cities, such as Skopje, Prishtina, Tirana, Kor\u00e7a, and Preveza. <strong>Haxhi Vehbi Dibra <\/strong>participated in the Congress of Manastir (1908), in the Congress of Dibra (1909), in the Assembly of Vlora (1912) as a representative of Dibra. In the first government of Albania, Haxhi Vehbi Dibra was elected chairman of the Eldership and vice-chairman of the Government. The Provisional Government of Albania entrusted Haxhi Vehbi Dibra with the duty of the General Mufti of the Albanian Muslim Community of Albania (1913). In 1923, Haxhi Vehbi Dibra was elected chairman of the First Congress of Albanian Muslims, a position he continued until 1929. He influenced the opening of the \u201cMedreseja e Nalt\u00eb\u201d in Tirana. In this way, the authority of the Albanian Muslim Community grew a lot, and connections with many Islamic countries were established. In 1924, Haxhi Vehbi inaugurated the \u201cMedreseja e Nalt\u00eb\u201d in Tirana. Haxhi Vehbi Dibra has written and published works, studies, creations and translations.
