International Convention on Opium

The Republic of Albania acceded to the “International Convention on Opium”. The convention was adopted at The Hague on January 23, 1912. The United States convened a conference of 13 nations of the International Opium Commission in 1909 in Shanghai, China, in response to growing criticism of opium. The treaty was signed by Germany, the United States, China, France, Great Britain, Italy, Japan, the Netherlands, Persia, Portugal, Russia and Siam. The Convention stated that: “Contracting countries shall use all powers to control all persons who manufacture, import, sell, distribute and export morphine, cocaine and their salts, as well as the premises in which such persons maintain a commercial industry” . It entered into force globally in 1919. The gesture of President Ahmet Zogu was to harmonize with international legislation in all areas.
